Preconstruction Services

Oltmans Construction Co. delivered six months of comprehensive preconstruction services prior to Phase 1 of the Menifee Valley Business Center project. By taking a proactive approach, we identified potential challenges and solutions early, ensuring a seamless transition into construction. Our preconstruction services included:

  • Milestone budgeting
  • Constructability review
  • Site visits
  • Preliminary milestone schedule and coordination with BPD
  • Value engineering
  • Review and feedback for MMRPs and project construction COAs
  • Dry utility coordination
  • Weekly design and BPD coordination meetings, including sessions with consultants, municipalities, and necessary follow- up meetings.

Phase 1: Buildings 3-4

This industrial construction project includes Phase 1 development of two concrete tilt-up warehouse facilities totaling 1,800,000 s.f., along with speculative office mezzanines designed to accommodate future tenant improvements. Building 3 comprises approximately 600,000 s.f. , including a 6,000 s.f.  office component, while Building 4 totals approximately 1,200,000 s.f., including an 11,000 s.f. office component. The scope also includes the construction of concrete tilt-up screen walls that enhance site security, privacy, and visual screening.

The project includes sustainability considerations, such as bio-retention basins for stormwater management, and is pursuing LEED certification to support environmental responsibility and long-term operational efficiency. To support long-term building operations and safety, the project also incorporates ship-ladder roof access systems in lieu of standard roof ladders, as well as integrated tie-back anchors for safe, efficient roof maintenance.

Construction Challenges

The project overcame several notable challenges. The County Fire Department requirements mandated installation and approval of the fire loop system prior to delivery of flammable materials, including formwork, requiring careful planning and coordination. In addition, heavy rainfall throughout 2025 delayed critical construction activities. To recover from schedule impacts, the project team implemented acceleration measures, including overtime and Saturday concrete placements.
