
Advancing Behavioral Health Care in Orange County
In Irvine, California, a former military airfield is being transformed into a place of healing, dignity, and connection. The Be Well Campus, developed by Mind OC, represents a major investment in expanding voluntary behavioral health services for Orange County residents, and we are proud to serve as a construction partner in bringing this vision to life.
Located on the historic Marine Corps Air Station El Toro site, the 22-acre Be Well Campus is a state-of-the-art health and wellness environment designed to blend clinical excellence with compassionate, community-centered care. In collaboration with tenant improvement general contractor DBaC Inc., Oltmans Construction Co. shared construction responsibilities for the new mental health campus.
Purpose-Built Facilities for Comprehensive Care
Phase I includes three single-story, LEED-certified buildings, each designed to support a distinct level of mental health care while maintaining a cohesive campus experience:
- Outpatient Services Building A (23,500 s.f.) provides behavioral health and ambulatory services for approximately 30–35 patients receiving half-day or full-day care.
- Urgent Care Building B (13,900 s.f.) is a secure active crisis mental health center offering short-term care (8–23 hours) for individuals in immediate need of support.
- Adult Residential Treatment Building C (37,400 s.f.) delivers 24-hour residential care with 120 beds, supporting therapeutic stays ranging from 7 to 60 days in a healing environment.
Each facility meets complex regulatory requirements while prioritizing patient dignity, safety, and comfort—an essential balance in behavioral health construction.
Managing Complexity with Collaboration
Building on a former military installation presented unique challenges. The site remains under Department of the Navy jurisdiction for environmental remediation, requiring careful coordination and compliance. The construction team worked closely with CalComm to protect active monitoring wells, while FourPoint Construction advanced parallel infrastructure improvements.
This collaborative effort required precise sequencing, utility coordination, and inter-agency communication to maintain safety and momentum—demonstrating the value of proactive construction management and trusted partnerships.

Sustainable Construction in Action
Sustainability is integral to the Be Well Campus. Our team utilized innovative low-carbon concrete ready mix for all three Phase I buildings, achieving Global Warming Potential (GWP) ratings between 131 and 481—the lowest-GWP, self-performed concrete product we have completed to date.
By self-performing this work, we ensured strict quality control, monitored post-pour performance, and delivered long-term environmental and operational value to our client.

Designed for Healing— Today and Tomorrow
The Be Well Campus reflects a compassionate, voluntary model of care that emphasizes openness, choice, and connection. Thoughtful campus planning links indoor and outdoor spaces through public, semi-public, and private zones, encouraging community integration and natural healing. Art and landscape design inspired by California’s natural heritage further support patient wellbeing.
Looking ahead, Phase II will introduce a 35,001 s.f. Adolescent and Prenatal Care Facility, continuing Be Well’s mission to create inclusive, neighborhood-style environments for wellness and recovery.
